Yes, you can. Cash on Call can be cancelled for both active and blocked cards. The outstanding amount will reflect on your credit card statement even if your card is blocked.
To cancel your Cash on Call, you will have to pay the remaining principal outstanding plus the foreclosure fee. The foreclosure fee is AED 157.50 including VAT.
